San Carlos City joins Virtual Roadshow on Local Governance Reform Project

At least 40 local government units nationwide including San Carlos City joined the virtual roadshow on Local Governance Reform Project (LGRP) of the Department of Finance-Bureau of Local Government Finance (DOF-BLGF) this morning, March 3 at the SP Session Hall.

Representatives of the city include City Assessor James Silva and staff; Engr. Magnolia Antonio and Gina Bantillo, Planning Officer II of the City Planning and Development Coordinator’s Office; Information System Analyst I Felix Michael Oberes of the Information and Technology Computer Services Office (ITCSO) and staff of the City Treasurer’s Office.
Resource persons, Don Rommel Dais and Vic Cajurao of the Bureau of Local Government Finance (BLGF)-LGRP discussed about the project overview, Output 2 which focuses on the development and implementation of property tax valuations database and information systems consists of: Central Real Property Information System (RPIS) with transparency portal and local RPIS with real property tax billing and collection module; Computer Assisted Mass Appraisal (CAMA) System with Geographically Information System (GIS) Technology.
Participating LGUs of the virtual roadshow were also encouraged to submit a signed copy of Expression of Interest (EOI) and SP Resolution not later than March 17, 2023 if interested to participate in the final selection process for the LGRP’s pilot LGUs.
The DOF thru the BLGF in collaboration with the Asian Development Bank is the implementing agency of the LGRP where 20 pilot LGUs will be selected to participate.
Meanwhile, City Assessor Silva said San Carlos City has a high chance to be selected to participate since the city has an existing GIS which is one of BLGF’s requirements.
Silva added with the implementation of LGRP, local government revenue mobilization will be improved, public service will be increased and local governance will be strengthened.
