SP Conducts 1st Out-of-the-Hall Session for 2023

The Office of the Sangguniang Panlungsod (SP) of the local government of San Carlos City held its 1st out-of-the-hall session yesterday, April 13, at Sitio Kabay-asan, Brgy. Prosperidad.
City Vice Mayor Christopher Paul S. Carmona presided over the session that focused on the approval of the transfer of funds amounting to P16.5 Million from the Anti COVID-19 program calendar year 2023 to the Construction and Development of City Hospital and from the Acquisition/Constructions/Development of Land calendar year 2023 to Water Development Program calendar year 2023 to Development of Public Market/Slaughterhouse under the city 20% Development Fund; deed of donation with the Philippine National Police-San Carlos City of 15 basic assault rifles, R56; and memorandum of agreement with the Municipality of Vallehermoso for disposal of the latter’s residual waste in the city’s Eco-Center and payment of monthly tipping fee.

Among other concerns tackled include the contract of affiliation with Colegio de Sta. Rita relative to on-job-training of Midwifery and Caregiving students at the San Carlos City Hospital for two years and memorandum of agreement with the Department of Social Welfare and Development Office VI relative to Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services Payapa at Masaganang Pamayanan (KC PAMANA) Program.
The committees on Finance, Engineering, Agriculture, Education, and Public Utilities also endorsed resolutions such as the request to purchase equipment amounting to P8.72 Million chargeable against the 20% Development Fund CY 2023; concurring programs of works for the four projects of the city; memorandum of agreement(MOA) with the Agricultural Training Institute relative to the implementation of the Techno Gabay Farmers’ information and Technology Services activities; resolution authorizing the mayor to sign a MOA with the Negros Oriental State University-Guihulngan Campus relative to on-the-job training of the Bachelor of Science in Administration students from academic years 2022-2025; and a resolution approving the five applications for a franchise to operate motorized tricycles-for-hire.
Board Member Romel Debulgado; City Mayor Renato Y. Gustilo and Negros Occidental 1st District Congressman Gerardo P. Vamayor Jr. and Brgy. Prosperidad officials attended the session.
