
San Carlos City, Pilot LGU in LGRP Implementation

San Carlos City, Negros Occidental, the only local government unit (LGU) in Western Visayas Region (Region VI) chosen as the pilot LGU for the Governance Reform Project (LGRP) under Category 2, Computer Assisted Mass Appraisal (CAMA) System with Geographically Information System (GIS) Technology.
This was announced during the virtual preparatory meeting and orientation by the Department of Finance (DOF) thru the Bureau of Local Government Finance (BLGF) today, May 4.




Said virtual meeting was attended by City Assessor James Silva & staff, OIC Assistant City Treasurer Ray John Lim and Local Treasury Operation Officer II Glean Baring of the City Treasurer’s Office, Information Technology Officer II Joseph Binghay and Information System Analyst Felix Michael Oberes of the Information Technology and Computer Services Office, and Planning Officer II Gina Bantillo of the City Planning and Development Coordinator’s Office held at the City Administrator’s Office.
Information Systems Management Division (ISMD) Acting Chief and LGRP Output 2 Team Leader & Resource Person Don Rommel Dais presented the project scope; participation, and counterpart of the prototype LGUs; and activities, processes, and transaction simulation.
City Assessor Silva said it is an honor for San Carlos City as the only LGU chosen for the whole of Region 6 and to become part of the only 10 LGUs nationwide as pilots for the said project since more than 100 LGUs were shortlisted.
He also thanked the BLGF, especially Regional Director-Region 6 Ma. Rhodora C. Gascon for recognizing the city’s efforts in improving its real property tax administration and management reforms.
Silva added with the LGRP program, San Carlos City will become the recipient of various IT equipment for the project implementation and will be the model city for other LGUs in terms of real property valuation database and information system development.
The group together with Mayor Renato Y. Gustilo and City Administrator Atty. Estefanio S. Libutan Jr. is now preparing for the LGRP MOA signing next week, May 11, 2023, at the PICC Complex, Pasay City, Manila.
Other prototype LGUs for Category 1 Real Property Information System (RPIS) include Tabuk City, Kalinga; Solsona, Ilocos Norte; Trece Martirez City, Cavite; Taytay, Rizal; Tabaco City, Albay; Negros Oriental Province; Dauin, Negros Oriental; Cagayan de Oro City; Siquijor Province; and San Juan, Siquijor while for category 2 CAMA with GIS include San Carlos City, Negros Occidental; Baguio City; Urdaneta City, Pangasinan; Cauayan City, Isabela; Tuguegarao City, Cagayan; Legaspi City, Albay; Panglao, Bohol; Bohol Province; Pagadian City; and Ipil, Zamboanga Sibugay.
The LGRF, funded by the Asian Development Bank (ADB), has four components, one of which is Output 2 (OP2), focusing specifically on improvements to the real property tax (RPT) administration and management reforms, including the development of real property valuation database and information system, among others.
