
City to Implement Local Governance Reform Project

San Carlos City in Negros Occidental will soon start implementing the Local Governance Reform Project (LGRP) of the Department of Finance-Bureau of Local Government Finance (DOF-BLGF), being the pilot city in the whole Region 6 for the project.








San Carlos City Mayor Renato Gustilo along with 2 academic partners, 3 National Government Agencies (NGAs), and 20 other pilot local government units (LGUs) signed the memorandum of agreement (MOA) with Secretary Benjamin E. Diokno), marking the collaborative efforts to advance the Outputs 2 and 4 of the Local Governance Reform Project (LGRP) on May 11, 2023 at the Philippine International Convention Center (PICC) in Pasay City.
Secretary Diokno said the signing would move closer to attaining the LGRP’s objectives to support institutional development and policy formulation for property valuation, implement a property tax valuation database and information systems, enhance the real property tax administration for selected LGUs, and professionalize the local assessors and strengthen the capacity of LGUs.
He urged all stakeholders to work together to realize the DOF’s vision for sound local financial governance that can be a precedent in the region.
BLGF OIC Executive Director Ricardo L. Bobis Jr. expressed strong confidence in the partnership with the key stakeholders emphasizing the high potential to yield remarkable results and strengthen the advocacy and support for the proposed Real Property Valuation and Assessment Reform Act (RPVARA).
OIC Executive Director Bobis emphasized that the collective advocate for fairness, efficiency, and sustainable revenue generation by endorsing the comprehensive and progressive property valuation and assessment system aimed for by the proposed legislative measure.
San Carlos City is the only city in Region 6 chosen for the said project as pilot implementer and the model for all cities later on.
Ma. Rhodora C Gascon Regional Director Blgf Region 6 was also present during the event together with San Carlos City Assessor James Silva, OIC Assistant City Treasurer Ray John Lim, Information Technology Officer II Joseph Binghay, and Information System Analyst Felix Michael Oberes of the Information Technology and Computer Services Office.
