San Carlos City Sangguniang Panlungsod (SP) Member Emmanuel Baguioro, 68 years old, succumbed to cerebral infarction at the Riverside Medical Center in Bacolod City last Sept. 21, 2015.

His remains arrived at the city hall last Sept. 23, 2015 and welcomed by the city officials and local government employees headed by City Mayor Gerardo P. Valmayor, Jr. while an honorable acclamation was given him thru the eulogies delivered by friends, co-workers and family during the necrology on the 24th before it was transferred to the Garden of Saints where it stayed until its final interment at the San Carlos City Memorial Park last Sept. 26, 2015.

Baguioro who was a medical doctor by profession started his service in the government as a Junior Physician at Corazon Locsin Montelibano Memorial Hospital in Bacolod City in 1973 where he also became a Resident Physician and Medical Specialist. Later on he was promoted as Chief of Hospital at Vicente Gustilo Memorial Hospital in Escalante City in 1980 up to 1992.

In 1995, Dr. Baguioro started serving the people of San Carlos City as a surgeon at the City Hospital department where he also became a Medical Specialist IV (Surgeon) and later became City Government Department Head I as chief of the City Hospital until his retirement in December 20, 2011.

Dr. Baguioro made his way back to the government service in July 1, 2013 as an elective official in the Sangguniang Panlungsod.

He was responsible for the passage of various city ordinances including ordinances No. 14-04-Promoting a 100% Smoke Free Environment in San Carlos City, Neg. Occ., Banning of Tobacco Advertisement, Restricting Access to Tobacco Product Imposing Penalties for Violation Thereof, and For Other Purposes; No. 13-34- Amending the Revenue Code of the San Carlos City, Neg. Occ.  Providing For New Rates and Fees for City Hospital Services; No. 13-35-Enacting the San Carlos City Sanitation Code of 2013; No. 14-57-Implementing the Zero Open Defecation; No. 14-18-Amending Ordinance No. 27 Series of 2006 “An Ordinance Enacting the City Hospital Code-Medical Practice”; No. 14-20- Institutionalizing Revolving Fund System at the San Carlos City Hospital Pharmacy for the Procurement of Drugs, Medicines and Other Medical and Surgical Supplies and For Other Purposes; No. 15-07- Providing for Deworming To Be An Option of the Required Routine Fecalysis; and No 15-15- Promoting Drug-Free Work Place in the City Government of San Carlos and Providing Sanctions Thereof.

During his SP reign he was able to manage as chairperson the committees on Hospital Services and that of Health, Sanitation and Social Services while actively participated in the committees on Senior Citizens and Veterans Affair, Public Utilities and Integrated Land Transport Terminal, and City Disaster Risk Reduction Management Council as member.

Members of the Sangguniang Panlungsod remembered him as a committed, hardworking and persistent city councilor yet full of great humor who always made everyone laugh.

“He was a man of many ideas, who was like a soldier always geared up for battle, and he has done so much on earth and will do so much in heaven” said SP Member Fleur De Lis Mascuñana.

City Mayor Gerardo P. Valmayor, Jr. recalled that many of Dr. Baguioro’s patients who were his constituents were never charged of fee. “He was a humble, happy man who touched many lives by serving many of the poor and sick people of San Carlos”, he said.

Dr. Baguiro who was born in San Carlos City is survived by wife Helenita and five sons Atty. Emmanuel Jr., Simon Peter, Joseph, Chris and Greg Paul.
