City Opens COVID-19 Healing Center

The local government of San Carlos thru City Mayor Renato Gustilo and Vice Mayor Christopher Paul Carmona made partial opening of the temporary COVID-19 healing facility located within the City’s Sports Complex in Barangay Rizal last Sept. 11, 2020.

City Mayor Renato Y. Gustilo said that construction was rushed due to the increasing number of Locally Stranded Individuals (LSI) and Returning Overseas Filipinos (ROF) who might need to be quarantined as well as not to hamper the opening of classes in October since the school was used as quarantine facility.
Partially opened was Phase 1 with four buildings for Persons Under Monitoring (PUM) with 14 rooms for each building and two isolation areas with 12 rooms for each building complete with bed, toilet and bath. Also provided in Phase 1 are sanitary facilities including swab area, doctor’s station and mess hall.

City Health Officer Dr. Arniel Laurence Portuguez said that their office is preparing midwives and barangay health workers to be assigned to facilitate individuals brought at the quarantine facility. He cited that they will now slowly clear the school from quarantined individuals and transfer them to the healing center in time for the opening of classes soon.
Governor of Negros Occidental Eugenio Jose Lacson and Congressman Gerardo Valmayor Jr. of the 1st District of Negros Occidental commended the city for constructing the facility during this pandemic and urged the local government to continue to implement minimum health standards like wearing of face shield and mask and impose social distancing.
Lacson also hoped that city’s medical workforce will not get tired of caring for COVID-19 positive patients and the city to facilitate quick respond to those who need help during this pandemic.
City Eng. Franuel Luranas said the whole facility is set on a 759.6 square meter lot consisting of 12 buildings with 10 allocated for LSIs and PUMs with 14 rooms for each building; the other 2 buildings serve as isolation area with 12 rooms for each building while the medical staff has a separate area. He added that said project was funded by the city government thru its 20 percent development fund.
Also present during the inauguration were the Sangguniang Panlungsod members, Incident Management Team members, department and division heads and other representatives from the province.
