Punong Barangays Re-oriented on Road-clearing Operation

The 18 punong barangays in San Carlos City were re-oriented on the policy contents and guidelines of the resumption of road-clearing operation during this pandemic, yesterday Jan. 14, 2021.

Representatives of the Department of the Interior and Local Government (DILG) Provincial Office headed by officer-in-charge, Roselyn Quintana, facilitated the activity with the assistance of the City Planning and Development Coordinator’s Office (CPDCO).
Vicente Albert Aaron Andaya, Road Clearing Operation Focal Person, pointed out that the functions of punong barangays are to maintain the roads cleared, collaborate with the city government on the identified obstructions subject for demolition and submit updated reports on the activities or actions taken pertaining to road-clearing operation.
Andaya added that submission of reports is important so that the national government will recognize the progress or efforts and to ensure that barangays complied with the directive to avoid a show cause order.
He also cited that the city’s monitoring team should include the local DILG officer, Philippine National Police (PNP), Bureau of Fire Protection (BFP) and civil society organization (CSO).
Ma. Fatima Daiz, DILG North Cluster Head suggested to the chairman that there should be an ordinance or resolution regarding road clearing to sustain the operation and clearance of the roads from any recurring obstructions.
On the other hand, Engr. Magnolia Antonio, CPDC Officer and Ana Liza Macaraya, Legal Assistant II of the City Legal Office and members of the Task Force Right of Way and Demolition team criticized the punong barangays for their non-cooperation during the 1st phase of the operation.
Punong Barangay Ronaldo Batusin, Association of Barangay Council (ABC) president agreed that members of the council and punong barangays should sit down and talk on what should be done to address certain issues.
City Mayor Renato Gustilo; Atty. Peter Parco, City Legal Officer; City Administrator Atty. Estefanio Libutan Jr.; Chief of Police PLt. Col. Arthur Baybayan; Engr. Raul Dela Torre, Department of Public Works and Highways-Neg. Occ. and members of the Task Force Right of Way and Demolition team were also present during the activity.
After the orientation, DILG representatives inspected places within the city to verify that roads cleared were maintained.
Validation period of the road clearing operation is within January 2021.
