City Mayor Gerardo P. Valmayor Jr. talks about the

commitment of the city towards integrity during the

formal launching at City Hall.

Said event set another milestone for the city as it also introduced the project’s feedback mechanism to the public including text lines and transparent box or feedbox wherein people can write or send their complaint against any violation of Republic Act No. 9485 or the Anti-Red Tape Act of 2007 particularly in the delivery of frontline services.

Said feedback mechanism will give the public the chance to express their complaint against erring government employee thru text to two direct lines 09476427253 for smart phone and 09954369903 for globe or thru a letter dropped in the feedbox at the city hall lobby and at the public market.

Any complaint will be handled by a point person who will direct it to the city mayor for immediate and appropriate action.

Said project has established the Integrity Circle (IC) and Technical Working Group (TWG) composed of department and division heads, business and civil society organizations who undergone series of seminars and workshops in creating policies and standards as implementing guidelines.

Stakeholders and participating public were also made to sign the Integrity Pledge during said launching to affirm their commitment to said project.

The I4J project aimed at maintaining honesty and integrity in the delivery of frontline services thru transparent and effective small business and investment registration and promotion procedures that will eliminate graft and corruption in the government, improve job opportunities and reduce poverty within the three-year project period (2015-2017).

Said project will benefit citizens dependent on local services particularly those in the business sector. It is expected that implementation of said project will increase the inflow of investors to the city.

The I4J project is a partnership between the city of San Carlos, business sector and civil society organization co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development thru Konrad Adenauer Stiftung (KAS), a German Political foundation which will serve as supervising and partner bodies for integrity in good local governance.

As pilot city in the Visayas region, successful implementation of said project will make San Carlos City a model for replication in other cities in the country.

Yesterday's I4J launching started with an early mass at the cathedral followed by the flag ceremony at the city hall led by City Mayor Gerardo P. Valmayor, Jr. A motorcade by stakeholders around the city also signaled the project's full start.
