AN ORDINANCE AMENDING SECTIONS 4, 5, 6 (6.1.3, 6.2), 9 (9.1, 9.2) AND 11 (11.3, 11.4, 11.5) OF ORDINANCE NO. 27, SERIES OF 2006, ENTITLED “AN ORDINANCE ENACTING THE SAN CARLOS CITY HOSPITAL CODE”

Be it ordained by the Sangguniang Panlungsod of San Carlos City, Negros Occidental, in regular session assembled, that:

 

SECTION 1.  The following sections of Ordinance No. 27, Series of 2006, are hereby amended to read as follows:

TITLE II – ORGANIZATIONAL COMPONENT

Section 4.  CITY GOVERNMENT DEPARTMENT HEAD I – There is hereby created a position of City Government Department Head I, (Grade Level 25) in the City Hospital who shall be a physician and act as the overall head of the hospital. He shall be appointed by the City Mayor upon the joint recommendation of the Board of Trustees and the Personnel Selection Board. The Board of Trustees shall be responsible for the determination of the professional competence of the prospective appointee; while the Personnel Selection Board shall be responsible for the determination of the other factors necessary in the determination of the classification of the applicant such as, but not limited to his or her personal character, attitude, integrity, physical as well as moral qualification.

Additionally, the City Government Department Head I should meet the minimum qualification standards set by the Civil Service Commission. And his appointment should be concurred by the Sangguniang Panlungsod as provided by the Local Government Code.

Section 5. – DUTIES AND FUNCTIONS OF THE CITY GOVERNMENT DEPARTMENT HEAD I: - The City Government Department Head I who acts as the overall head of the hospital shall exercise the following duties and functions:

5.1  Implement and execute policies set forth by the Board and manage the hospital in accordance therewith;

5.2      Manage and supervise the administrative and medical/paramedical staff in accordance with the policies set forth by the Board;

5.3      Formulate and submit to the Board for information,  program implementation guidelines, rules and regulation for the operation of the hospital and such measures that would insure the smooth delivery of hospital services to the public; and

5.4   Require the other departments under him to prepare the annual budget and submit the same to the Board for recommendation to the City Mayor, to be considered in the budget to be submitted to the Sanggunian for its approval.

Section 6. –  CITY GOVT. ASST. DEPT. HEAD and HOSPITAL ADMINISTRATOR – There is hereby created the following positions, with the following qualifications and functions:

6.1 CITY GOVT. ASST. DEPT. HEAD

6.1.1.–Functions:  He shall assist the City Govt. Dept. Head I in the performance of his duties. He shall exercise technical supervision over the medical, ancillary and nursing staff and other facilities of the hospital, and shall act as the City Govt. Dept. Head in the absence of the latter.

6.1.2.-Rank –  City Govt. Asst. Dept. Head

6.1.3.-Qualification- He shall be a physician and those set by the Board in conjunction with the requirements of the Civil Service Commission.  

6.2  HOSPITAL ADMINISTRATOR

6.2.1.–Function: He shall exercise supervision over all personnel for all administrative functions.

6.2.2.-Rank – Administrative Officer IV

6.2.3.-Qualification- Shall be those set by Board in conjunction with the  requirements of the Civil Service Commission.

The Board, in order to insure the orderly operation of the hospital, may categorize the different sections of division thereat as they shall pertain to the Professional and Administrative Services.

Section 9 – MEDICAL STAFF

9.1    COMPOSITION:
9.1.1    City Govt. Dept. Head            
9.1.2    City Govt. Asst. Dept. Head   
9.1.3    Medical Specialist                  
Surgeons                                  
Internist                        
Anesthesiologist                       
OB-GYNE                                
9.1.4  Medical Officer          

9.2    Duties and functions of the Medical Staff will be governed by the rules and regulations passed and approved by the City Govt, Dept, Head and concurred by the Board.

Section 11.  REGULATION OF MEDICAL PRACTICE IN THE CITY HOSPITAL

11.1    San Carlos City Residents are exempt from payment of Government Physician’s Daily Visits and Consultation fees.

11.2    Services by Government Physician shall be based on PHIC rates, the income generated from the services and PHIC professional fees shall be placed in a trust account for distribution to Medical Staff and Personnel

11.3      Open Hospital Policy. In order to upgrade and modernize hospital operation, accredited private doctors by the Hospital Accreditation Committee shall be allowed to practice in the City Hospital subject to the policies and guidelines issued by the Board of Trustees as approved by the City Mayor and concurred by the Sangguniang Panlungsod.

11.4      Government doctors are allowed to privately practice their profession during “off duty” and outside the City Hospital, as per Executive Order No. 11, Series of 2000.

SECTION 2.  EFFECTIVITY. This ordinance shall take effect upon approval.
