The Bureau of Jail Management and Penology (BJMP) Region VI and San Carlos City Local Government Unit (LGU), officially launched the construction of the New San Carlos City District Jail through a groundbreaking ceremony yesterday, March 26, at Sitio Andoon, Barangay Rizal.

The proposed new district jail to be constructed spans one hectare, and will have three main components: the Administration Building, Accommodation Building, and Perimeter Fence.

The land for the facility was granted through a Deed of Usufruct Agreement on Lot Donation, signed by the LGU and BJMP Regional Office VI on September 27, 2022.

During the project briefing, JCINSP Bryan Donasco, Chief of BJMP-Region VI Logistics Division, detailed the facility’s layout, showing the three-story Administration Building, a 720-square-meter structure, which will serve as the central hub for administrative operations and facility management.

On the other hand, the Accommodation Building, a four-story structure with 36 cells covering 2,400 square meters, will ensure secure and humane housing for persons deprived of liberty (PDLs), with the entire facility enclosed by a sturdy perimeter fence for safety and security.

The project, with a total contract value of P249,154,097.87 is funded through the General Appropriations Act (GAA) and will be undertaken by 515 Life Construction Corporation, with a construction duration of 360 calendar days.

JSSUPT Marie Rose Laguyo, BJMP Region VI Assistant Regional Director and Concurrent Provincial Administrator for Negros Occidental said BJMP Region VI’s vision is to make the facility a model district jail for both the province and the entire region. She lauded the LGU and said the event would be of historical significance to San Carlos City.

Executive Judge The Hon. Amy Avellano of RTC Branch 58 who was present at the event said the facility will have a positive impact on the community, BJMP, and especially among the PDL. She extended her full support for the project, recognizing its role in providing a secure, humane, and rehabilitative environment.

City Mayor Renato Y. Gustilo also pledged his strong support for BJMP programs and expressed pride in donating the land for the new facility; adding that he is happy to know that the district jail will become a model facility for the region.

BJMP Region VI Regional Director JCSUPT Simeon S. Dolojo Jr. underscored the project’s importance, calling it a significant milestone in the bureau’s efforts to serve the community efficiently.

He thanked the LGU, particularly Mayor Gustilo, for their support and assured that BJMP engineers would closely monitor the construction to ensure its timely completion.

The ceremony concluded with a capsule-laying, led by Mayor Gustilo, JCSUPT Simeon Dolojo Jr., JSSUPT Marie Rose Laguyo, JSINSP Atty. Juniven Rey S. Umadhay, JSINSP Ferdinand D. Suelan, Hon. Amy A. Avellano, LGOO VII Evelyn R. Vista, Barangay Rizal Punong Barangay Herlanie Hisman, BFP City Fire Marshal Erwin Johannes Gimotea, San Carlos City PNP representatives, and representatives from 515 Life Construction Corporation.
