NOW THEREFORE, I, RENATO Y. GUSTILO, BY THE POWERS VESTED IN ME AS CITY MAYOR OF SAN CARLOS CITY, NEGROS OCCIDENTAL, DO HEREBY AMEND EXECUTIVE ORDER NO. 86, SERIES OF 2024, THUS:

SECTION 1. PRESCRIBING THE USE OF HALF-FACE MOTORCYCLE PROTECTIVE HELMET. The wearing of a half-face motorcycle helmet is hereby prescribed within the City proper, thus, amending Section 1 of Executive Order No. 86, series of 2024

For clarificatory purposes, the use of a full-face helmet is not allowed within the city proper. However, starting in any of these areas going outside San Carlos City, the wearing of a full-face helmet is required, as follows: a) from Sancaville Subd in Brgy. Rizal, b) from City Hardware, and c) from Kalingling Bridge.

Section 2. SPEED LIMIT REQUIREMENT. The driving speed of motorists within the City proper shall only be up to forty (40) kilometers per hour.

Section 3. CHECKPOINTS. All motorcycle drivers and back riders must take off their helmets, bonnets, or masks upon order of the law enforcers manning the checkpoints, which are established at designated areas pursuant to this Order.

Section 4. LAW ENFORCEMENT. All traffic enforcers of the city and all Barangay Tanods in their respective barangays, the members of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), and the members of the Law Enforcement Team (LET) shall enforce this Order.

Section 5. EFFECTIVITY. This Executive Order shall take effect immediately.
